Trans-Pacific cooperation seems the end game for Xi in this informal game of leverage between two very important decision makers. Representing the hearts, hopes and aims of the China’s fourth rise, Xi the torchbearer can ill afford to come across as simply, amicable. That said…

China and the United States will increase comprehensive exchanges, as the countries commit to building a new type of power relationship, the presidents of the world’s two largest economies said on Friday.

After the first meeting of their two-day summit, President Xi Jinping and US counterpart, Barack Obama, stressed the importance of the countries’ ties in a globalized economy.

“I am confident of building a new type of relationship, as long as we are committed to it,” Xi said at the Walter and Leonore Annenberg Estate at Sunnylands, California.

Does Washington realize how deeply Beijing has planted a flag in Latin America?

For the past decade, Washington has looked with discomfort at China’s growing interest in Latin America. But while Beijing’s diplomats bulked up on their Spanish and Portuguese, most U.S. policymakers slept soundly, confident that the United States still held a dominant position in the minds of its southern neighbors. In April 2005, the U.S. House of Representatives Subcommittee on the Western Hemisphere held a hearing on China’s influence in the hemisphere and concluded that the U.S. position in the Western Hemisphere was much stronger than China’s and, moreover, that Beijing’s economic engagement in the region did not present a security threat. But that was 2005.

In late May of this year, when U.S. Vice President Joe Biden went to Latin America for a three-day, three-country tour, Beijing was hot on his heels. Chinese President Xi Jinping arrived in Trinidad and Tobago just days after Biden left: Whereas Trinidad and Tobago’s prime minister, Kamla Persad-Bissessar, characterized her discussions with Biden as “at times brutal,” Xi’s stop in Trinidad and Tobago included the unveiling of a children’s hospital funded with $150 million from the Chinese government, discussion of energy projects, and meetings with seven Caribbean heads of state. Xi’s itinerary took him to Costa Rica and Mexico on June 4 to 6, but his shadow followed Biden all the way to Brazil. In Rio de Janeiro, Biden referred to a new “strategic partnership” between the United States and Brazil, yet his words’ impact was undercut by the strategic partnership that Brazil has had with China since 1993 and the much-publicized fact that China overtook the United States as Brazil’s largest trading partner in 2009 (trade between China and Brazil exceeded $75 billion in 2012). It’s not an accident that Brazilian President Dilma Rousseff made a state visit to China in April 2011, prior to paying one to the United States.

Make no mistake: China is now a presence in the region. Xi’s trip to Trinidad and Tobago is only the second visit by a Chinese president to the Caribbean — his predecessor, Hu Jintao, visited communist Cuba in November 2008 — but China and the Caribbean’s economic and political ties have been growing rapidly. On this trip, Xi promised more than $3 billion in loans to 10 Caribbean countries and Costa Rica. Xi’s choice of three destinations near the United States, followed by a “shirt-sleeves” summit with U.S. President Barack Obama on June 7 and 8 at the Sunnylands resort in California, sends a subtle message that the new Chinese leadership seeks to engage the United States globally as an equal — without the deference shown in the past to the United States in countries close to its borders.

The so-called “shirt-sleeves” summit to begin between President Barack Obama and his Chinese counterpart Xi Jinping at a glamorous estate in California on Friday will be the first of its kind in half a century, a chance for the two great powers to stave off what some fear to be inevitable tensions.

“It harkens back to Nixon and Kissinger and Mao Zedong and Zou Enlai sitting on overstuffed couches late into the night in Beijing discussing the state of the world,” says the US State Department’s former top Asia official, Kurt Campbell.

Those meetings in 1972 began the Chinese-American diplomatic relationship, a relationship that since then has been marked by mutual mistrust, not aided by the rigid formality of meetings between the two leaders.

East Asia Institute professional fellow John Wong with an overview on China’s rejigging of its growth rhetoric and how ASEAN stands to benefit.

China has sustained hyper growth for more than 30 years. This is because it has much greater internal dynamics. A case in point is that only half of China’s population today is urbanised. China may therefore still have plenty of room for expansion in the medium term.

Still, China must also start adjusting to the inevitable transition from double-digit hyper expansion to more sustainable growth levels.

And perhaps quite saliently, this is something many miss – China can afford to do it.

A recent projection by the World Bank shows that China’s average growth through most of this decade will still be around 7 per cent to 8 per cent, easing to 6 per cent or 5 per cent in the 2020s. What is “low growth” for China is actually not low at all by regional and global standards.

Zooming out, while rising China takes a deep breath from hyper growth, it may be an opportune time for ASEAN to gear itself up further. The sustained ideological Sino-US chest beating will continue but it also needs to keep an eye on a multipolar future.

HAVING chalked up 9.9 per cent growth a year for over three decades, China’s economy is showing clear signs of slowing down.

No economy can keep on growing at such a breakneck rate for so long without running into constraints. An economy that has experienced high growth for a prolonged period inevitably slows as its original growth-inducing forces weaken. This is simply a result of the working of the market forces.

China’s slowing growth is not only inevitable; it is a desirable phenomenon, not only for the country, but also for its neighbours.

SUSPICION has overtaken trust in Sino-American ties in recent months for the summit between President Xi Jinping and President Barack Obama on June 7 and 8 to assume greater than usual significance. The two leaders will have a face-to-face chance to clear the air over such frictions as North Korean nuclear arms, East and South China Sea island disputes, cyber-hacking and trade issues.

It is good that they are meeting a few months earlier than planned. Before intervening distractions arise, it would be helpful if the two leaders are able to deepen their personal rapport in the relaxed ambience of the Californian venue. It is important to set the right tone for cooperation as regional if not global stability rides very much on how these powers, the world’s two largest economies, conduct their relations.

Beyond immediate trouble-shooting, Mr Xi and Mr Obama can and should help their countries’ ties mature. The two sides have dozens of mechanisms for communication and cooperation at various levels, including the China-US Strategic and Economic Dialogue and the China-US High-Level Consultation on People-to-People Exchange. They certainly should, as Mr Xi suggests, make the most of these, but there is nothing like a summit to reset the way the leaders view and deal with each other.

China Granted Access to Arctic Club as Resource Race Heats Up

China was granted observer status by the Arctic Council, giving the world’s second-largest economy more influence amid an intensifying search for resources in the globe’s most northern region.

The eight-member council at a summit today in Kiruna, Sweden, also granted observer status to Japan, India, Italy, Singapore, and the Republic of Korea. The European Union application was deferred until members are satisfied that issues of concern — largely Canadian objections about EU restrictions on seal products — have been allayed.

“The symbolic importance for China shouldn’t be understated,” said Malte Humpert, executive director of the Arctic Institute, a Washington policy group. “China has identified the Arctic as a strategically and geopolitically valuable region,” and “having a seat at the table, albeit only as a permanent observer, has long been an essential part of the country’s regional strategy.”

The number of new observers reflects interest in the region’s burgeoning economic opportunities as climate change alters the physical landscape. Rapidly melting ice is opening new shipping routes that will make the trip from Europe to Asia shorter and cheaper during the summer months. The softening of Arctic ice could also bring within reach the 30 percent of the world’s undiscovered natural gas reserves and 13 percent of its undiscovered oil that lie under the Arctic Ocean floor, according to the U.S. Geological Survey estimates.

A prominent political forum on the more outward looking Phoenix TV, it features international representation conversant in Chinese to provide an offering of balanced perspectives. It shows the strides many foreigners have gone through to be competent to engage in discourse and often argument with Chinese policy makers, intellectuals, military officials and the like.

This episodes shows both sides of the coin on the China India border dispute.

Trying to pick the Chinese mind…

In China, foreign affairs are portrayed as very personal. A set phrase for diplomats is that something “hurt the feelings of the Chinese people.” To an outsider, that rings odd. One can’t imagine Secretary Clinton angrily telling Putin “You’ve hurt the feelings of the American people.” Talk about “feelings” seems better suited for couples counseling than global politics. One Chinese scholar analyzed the use of the phrase and suggests it shows improved ties to the world — after all you, only a friend can really hurt your feelings.The flip side, though, is if you’re feelings are you hurt you may act irrationally.

China’s ‘Pilates Diplomacy’

It’s Pilates diplomacy: work on your core. China’s diplomats keep talking about China’s core interests and it’s a growing list. In 2011, China included its political system and social stability as core interests. This year, it has added a vast chunk of the South China Sea to its core.

China’s certainly appearing more assertive in defining and defending that growing core.

Has it achieved its goals? From what I’ve seen, the answer is an emphatic “no.” A decade of cultivating the image a of a friendly neighbor intent on a peaceful rise appears to have been squandered. Vietnam, the Philippines, Mongolia, India, Myanmar are have all had run-ins with China over territorial and business disputes. There’s a growing sense that China is starting to act like a bully and that’s given the U.S. an opening. So, instead of strengthening China’s role, China’s foreign policy has ended up creating a new opportunity for the U.S. in the region. Oops.

Clarity gleaned from a defense white paper?

Nowhere is the gulf between reality and Beijing’s aggrieved worldview more apparent than in the white paper’s discussion of the U.S. The report claims that U.S. President Barack Obama’s so-called “pivot” to Asia “makes the situation tenser,” by “enhancing military deployment and also strengthen[ing] alliances.” In Chinese eyes, the U.S. pivot is not responding to nearly two decades of double-digit Chinese defense budget increases and Beijing’s aggressive security stance. Instead, Washington is finding a new bogeyman for a post-Iraq, post-Afghanistan world.

When Beijing released its defense white paper on Tuesday, official Chinese media hailed the document as a milestone in government transparency. The report, the first of its kind since 2011, is certainly clarifying—but not just because of its dry recitation of China’s defense activities and structure.

Written by the Ministry of Defense, the white paper is China’s equivalent of the U.S. National Defense Strategy, spelling out security priorities and giving basic information about China’s military programs. Aimed primarily at a foreign audience, this year’s report included for the first time personnel figures for China’s main armed forces. The total headcount of 1.4 million, while formidable, was below what international organizations have calculated. This is possibly because paramilitary and police forces, which often act as a national guard, were excluded from the count.

Nevertheless, outsiders can safely view the white paper as about the clearest public statement available of Beijing’s strategic worldview. And what a worrying statement it is. The white paper’s excoriation of the U.S. and Japan, as well as its unapologetic promise to protect territorial claims by “all necessary measures,” should convince U.S. leaders that President Xi Jinping will do little to improve relations between Beijing and Washington. A larger, more powerful and more influential China still sees itself at odds with the world.
